Is it my understanding that a 428CJ with a/c had a 2v water pump pulley and a 428CJ w/o a/c had a 3v water pump pulley?

Yes. The different years used different pulleys but the setup was the same. On the non AC cars the outer water pump pulley drove the smog pump.

My 1969 CJ with no a/c, no p/s with smog has a 2v pulley on the water pump.

Mark - you should have a 3 sheave pulley on the water pump. The alternator pulley should have 2 sheaves, using up both of the larger sheaves on the WP pulley. The smaller front sheave drives the smog pump. What does yours look like?
