Have you adjusted the proportioning valve? Sounds like the pressure difference is ther, but too low. disc brakes require more pressure to 'clamp' the rotor. Check the shop manual for adjusting the prop valve.
Or, perform a manual adjustment.
Turn the valve one way, have a friend watch you and brake on an empty parking lot, Repeat procedure until all 4 wheels lock up. The only thing wrong with this method is I don't know which way to turn the valve, I would have to do some more research on this.
