68_302 will soon be 68_408, also decoding question

Today i went to get my 351w block, and I thought it would be nice to see what year it was made. The casting number is

C90E-6015-B
C-8H28

If any of you decoding gods can tell me what that means, I would be most appreciative.

its a 1969 Block.....
8H28 = 28 Aug 1968 (could the first 8 be a 9?)

or

C9OE be C8OE?
It's a 69. Should be a good choice for a stroker. Keep in mind that the 69-early 70 351W blocks were a tad bit shorter than the later model ones. This will affect piston clearance and pushrod length to some degree. It's not a big deal, but be sure you mention you're using a 69 block when shopping for stroker parts. If the parts guys know anything about what they're doing they'll know what's required.
