I am buying a 69 Mach1 it does not have a factory tach at this time can anyone tell me the parts required aside from the tach or does any one have all the parts required they want to let go of as a package

A none tach and tach 69 have different wiring harnesses. So if you want to do this properly you will need to get a full tach-dash instrument cluster and a full harness to swap out. I have seen these go for aroun $250 for the cluster and $250 for the harness, there are usually some for sale in the classifieds here or on ebay.
The alternative is to just get the tach instrument cluster and rewire the connector to the circuit board on the back (the tach itself has a pig tail connector that needs to go to ground and the negative post of the coil. The re-wiring information is available here.

Also there is an early and late tach wire loom so you'll need to get the right one. BTW when you buy the underdash wire loom some of the other connecting looms will have to be changed also. The alternator wire loom is just one that I can remember off the top of my head

There were also early late changes in the engine feed loom that goes to the engine
