The simple answer is that just about any body panel "could" be fixed, but the extent of the damage will determine how much the repar will cost you and whether it's worth the $$ to fix it. I've seen an incredibly damaged/rusted hood made as good as new by outstanding body work, but that fix would never have been done if a replacement had been available. Sorry to see the damage to your car.
