Almost there... Quarter trim panel / package tray

Ok...For those that have been following my 66 GT coupe Quarter trim panel / package tray FASTENER questions..... Im getting pretty close to solving the puzzel. I tracked down that I needed the fasteners that go through the package try and into the quarter trim panels. So now I got the screws coming from NPD. My NEW QUESTION IS this: My package tray does not have holes. Do i just match up everything and drill holes in the package tray? 2nd question, What do the fwd screws go into, I know they go through the package tray and rear quarter trim panel but what do they screw into? The quarter trim panel has a hole and the metal under the package tray has a hole, but what is the screw going to screw into?
