Best safety mod, if you HAVE to choose between the 3 mentioned in the original post? Front disc brakes...and those that would be original to the car, if used.

However, generally speaking, IMHO, the BEST safety mod is avoiding a loose nut holding the wheel.

Front disc brakes for sure. 3 point or better belts but not racing belts for street driving. You won't want to drive around with them tight and they don't work it they are loose.
I have had a rack and pinion for 15 years and it drives great. Less turning radius but it's not a big deal. You could also use the Borgeson power box conversion to get rid of the control valve and ram that always has play.
On the rear firewall deal, the fire can go around the back seat and by the wheel wells.
