My 66 inline 6 with C4 runs okay but it certainly lacks power. I noticed that if I manually shift down to low when I want to accelerate, it's got decent power. When I try to get the automatic kickdown to engage, I have to hold the gas pedal all the way to the floor and IF it kicks in, it takes several seconds. On my Tbird, the kick down works instantly, so I'm wondering if something is not working correctly. I've got the kickdown cable set suck that when the pedal is full depressed, the cable is pulled to its maximum position. I noticed that adjusting the cable further only keeps the gas pedal from being fully depressed.

Am I experiencing a normal situation or missing something?

It sounds like you've got the kick down adjusted properly. You have the shifter in the "green dot", right? If it's in second gear and you're driving past 20 or 30 MPH, it's not going to kick down into first gear, but I'm sure you knew that already......
