I did a search on this but didn't find a concrete answer. It wasn't clear if adjusting the vacuum modulator will change the WOT shift points along with the part throttle shift points.
How do I adjust the WOT shift points on my C4? The part throttle shift points are acceptable, but I would like to raise the WOT points.
On another note, will the kickdown cable affect the WOT shift point?

No. The kickdown calble or rod only effects at what point the tranny downshifts, assumming the governor allows it to.

It adjusts both, but mostly part throttle. There's no way to adjust one indedpently of the other. Shift points are controled by a combination of throttle valve pressure (vacum controlled on the C3,C4,C5, and C6) and the governer (controlled by how fast the driveshaft is turning).

IME, modulator has little to no effect on WOT operation. An aftermarket manual/automatic shift kit can help, but for consistent high rpm operation you need a manual shift kit for full control over shift points.

The manual kits cost the same as the others and are as simple to install but will render the transmission fully manual...no more drive range. Personally, I'd only do this to a car like my race car or to a serious street performance vehicle which sees a lot of racing. I raced my street car for many years with a manual/automatic shift kit (B&M) and it worked fine at the track, holding shift points at least to 6K (which, other than on pure race cars, is all you need)

It is possible to modify the governor springs/flyweights, but that's a job best left to a professional, IMO

Very helpful. I hooked the kick down cable back up this evening and took it for a ride. At least I am now getting a wot downshift. The pt shift points are ok. I am going to manually shifting through the gears tomorrow. I have not tried this yet. WOT shifts too early for me when in drive.
