Grinding it is going to cut into the protective aluminum coating.
End up looking worse over time

Degreaser and a pressure washer. Put the car on ramps to make it easier.

Why are there tack welds on band clamps ?

I was thinking the same thing about the exhaust leaks... then I realized they were full exhaust clamps that do not require welding for a sealed fit. They appear to be tacked in place for added piece of mind? A lot of the pre-made kits have these. Might be swearing at the exhaust guy when the trans needs to come out

Try MEK, it might work. If not, you'll have a pint of really good solvent for later use.
