Do both hose from the rockerarm covers have to have one way valves .

I believe the valve you are referring to is the pcv valve and the answer is no. One side (driver) will have the pcv valve and the other will have a hose that should connect to a filter outlet on the air cleaner...

The way I have had it set up was (driver side) Oil refill cap to a large port on front at the bottom of carb... other side with the pcv valve to the air fillter now I have a extra large port on new rebuilt spacer at the back can I use it (no emmission control here. ::

The pcv valve should go into the oil cap. There should be no valve on the other side. If you do not have the pcv valve at the oil cap and run a hose directly to the base of the carb you will have a vacuum leak that will cause problems. The other large port at the back probably is for a power brake hookup.
