That is just part of a scam. You order something and the seller ships it using USPS, The scammer sends something stupid to another address so the tracking says "delivered". It won't show the address on the delivery. Most people will not follow up and just be out the $. I had been scammed and used PayPal the same way. I had to call support and bitch to someone in India or somewhere to get my $ back.
Happened to me. I place an order for something that weighed about 30 lbs. Never got it, filed a claim but sender proved there was an item delivered to my town that day so that got the claim denied and closed. I contacted UPS, found the item in questioned was delivered, weight was 2 lbs, and delivered to someone not me. I forwarded the UPS transmittal to paypal and got it resolved.
