Ok, I have checked all the diagrams I have. I am confused on how the lower bracket on the back of the front fender attaches to the front portion of the rocker panel. Not the splash shield. Does it even attach or does the bolt act like a pin and just fits in the hole in the rocker.

On the underside of the rocker is a squarish hole that accepts a cage-nut. Often times, the cage-nut doesn't fit well into the hole. Once you get it in, a bolt goes through the bottom of the fender through the cage nut and thus fastened to the rocker panel. I've had to wedge the cagenut and start the bolt and then apply pressure downwards on the fender while tightening the bolt to keep the cage-nut from going up into the rocker. A real pain in the you-know-what.

if you have access to a welder, can just tack the exposed part of the cage nut to the rocker to keep it steady while you try to line up the fender and the bolt at the same time
