Using a fuel cell with new sender unit requires modifying the voltage from the sender unit to the stock fuel gauge. If I use a new fuel gauge do I still have to modify the voltage?

I went through this last year; fuel cell, new S-W fuel level gauge, new Centroid sender. I didn't need to modify anything with that setup. You just have to match the ohms on the sender to the gauge.

It was a very easy install!

If you are using any aftermarket 12V gauge there's no additional fiddling required as long as the Ohm ranges match. You can get both the sending unit and the gauge in a variety of Ohm ranges, so if you already have one you can get the other to match.

Do you already have the cell?
