I have gas leaking out the top of the carb,when i let off the gas pedal the gas rises, Could this be the float jammed up? IF so, Im pretty handy but not so much with cars,is this something i can fix and how? The car stalls out if gas pedal isn't all the way down

Sounds like a stuck float.
Try tapping the top of the carb lightly with the handle of a screwdriver and see if it fixes the problem, if so then the float is sticking.
The float works just like a float ball in a toilet and could just have a little piece of dirt or debris hanging it up. It may also be leaking though and tapping it would do no good. All in all it is a rather easy fix.
