I want to remove the broken center cap screws from my vintage TT II's. It looks like the PO has used a variety of generic cheapo hardware store screws to hold the caps on. Many of them have broken off flush with the face of the wheel.

What is the best way to get them out?

Set the wheel under a drill press and carefully drill and then retap, is the only way I can think of.

I think the aluminum has corroded to the low grade steel screws :(

Find a reverse drill bit that is just a little smaller than the screw and put your drill in reverse and drill slow and lots of lube. Sometimes they will back out.

Hmm you have inspired me to remove my center caps and put some antisieze on the retainers. Cannot help you, but thanks for the tip.

I've never done this myself but I've seen a friend of mine mig a few small welds to the top of the broken screw and remove it with vice-grips.
