My 65 does not contain any relays. The horn switch on the steering column is hot, and 'switched 12 VDC' runs out to both horns. The case of the horn provides the ground path. If you look at your steering column with the wheel off, there are two 'brushes' or spring loaded buttons that ride on the back of the horn. One of these should be hot all the time the other should go to the horns up front.
