I've got to do this too. From previous posts, I've learned that the plastic around the retaining pin can be cut off with a Dremel tool and then the whole thing can be removed.
Punch the retaining pin into the shaft. There is enough play that once pushed in will release the handle and it will pull off. After you fish out the old pin, slide on the new handle and push in the new pin flush with the handle.
This is much easier to do with the parking brake assy out of the car.

Isn't that the way it is on most everything in the car. "To replace battery, it is easier to remove it from the car.."..Geez, what were they thinking when they made the car?...*G
