So after a short spin around the yard its still whistling. Some thing maybe a vacuum leak. And odd places to look. I check the obvious ones. Second, how much pressure should be in the cooling system? The system was definitely under pressure afterwords. Is it supposed to be like that?

As soon as the thermostat opens the system will be under pressure. Normal pressure is under 16 lbs. or whatever you radiator cap is rated for.

Does the whistling change when you rev the engine, does it do it at idle?

vacuum leak! mine whistled after i installed rebuilt carb. I had to sand the base of the carb and the spacer on a sheet of glass and put some gasket shellac on. no leaks now.

when you rev you drop vacuum momentarily, it's why the whistle goes away.
