I have never heard of anyone having much success rebuilding vacuum controls.
Even on the later models it seems to only be temporary.

Well the vacuum doesnt work anymore... so I might as well open it up and take a look see. Also, the 68 unit had 3 or 4 of these and only one is bad. Should I suspect the other ones too? Or was it rare for these to "go bad" and I should re-use them.

You can use a vacuum pump to test them and verify they work. The ones that test good on mine I'm going to reuse as-is. I think you are looking for them to be able to hold 15 or 20 in Hg.
