Door tags can be purchased with any codes you want stamped into them because it says right there on the tag "Not For Title or Registration Purposes". If your car has a complete '66 front clip you don't really know what the VIN from the firewall back was. You may have a fictitious door tag and therefore a fictitious title.

To me that picture is very very distracting why is it on it side 1st of all 2nd of all it's confusing to me doesn't make sense.
Is this photo of my '66 parts car distracting? It's flat on the ground. The 2 rear VINs are stamped out near the edge of the fender aprons so that they are covered by the fenders. The forward driver's side VIN is stamped more towards the centerline of the car so that it is visible in the cutout area of the left fender flange. I have used white chalk and a red pencil to highlight the 3 VINs Ford stamped into the aprons.

2 vin stamps on fenders
Which 2? The 2 rear ones I'll assume. So the 1 VIN that is visible with the fenders in place is missing. Did you check closely to see if the stamping has been filled with bondo? Or the metal with the VIN was cut out and a blank piece of metal was welded in it's place? If either of those 2 conditions exist you know the car has an illegal history.

As previously stated, if you go to the DMV with all of the required paperwork filled out and signed and they have no suspicions, they will issue you a title with the D code VIN. If you say anything that sets off an alarm in their brain they may require a VIN verification before they will issue a title.
