With my new Scott Drake LCA's, there are two shaped (non-flat) washers that came in the ball joint hardware bag. They don't seem to fit nicely anywhere. The ID is too big to fit on the BJ stud. The OD is too small to fit over the BJ boot. The OD is almost exactly the same size as the top of the boot, but there would be nothing to center it on the boot.

Where do these things go and why are there two of them for each arm?

They are to be used one on the top and one on the bottom of the lower arm where the stabilizer bar end links attach.
They are installed so that they provide a "cup" for the rubber bushings to sit on
