Ok, so I finally got the engine on but it whines so loud. And when I turn it off, it struggles to turn on and keeps cranking... then smoke comes out of the carb. See video

Your belts are slipping.
And your timing may be too far advanced or too far retarded, making starting difficult and flooding the engine.

If it doesn't disengage you will hear a terrible squealing sound similar to what I heard in your video.

Those are belts squealing, tighten them up, or better yet - install fresh ones. I'm also going to guess that the 3G alternator is now trying to charge a partially depleted battery. A single V-belt may not be sufficient to drive that alternator under load.

If you're having difficulty with the engine cranking with a PMGR starter, you need to make sure you have a good battery->chassis->engine ground path. Then make sure your timing is where it should be.

Those do no look aligned. Use a straight edge on the face of the pulley sheave and see if it aligns properly with it's mating sheave on the other pulleys
