There's a L-shaped bracket on the rear-driver's side carb stud, that takes the place of a washer. It goes on top of the carb. There is a hole in the bottom part of the bracket. Put one end of the spring there, and the other on the horizontal bend of the throttle bar that comes from the firewall. There's about a 1" flat area, parallel with the front of the car. Now adjust the bracket for spring tension, and you're ready to go. The Shop Manual has a good diagram.
