Concerning classic Mustangs what is the cut-off for mandatory emmission testing. I the past 67 was exempt but 68 were mandatory.
I was recently told that cut-off is not either 1985 or 1995.
Does anyone have any first-hand knowledge of the rule?

What exactly is your question? 67 & older do not have to be tested for emissions. 68 & up do unless registered as an antique vehicle or a dedicated race vehicle.

If you call and ask your local EPA test station, you may not recieve correct answers (at least that has been my experience).

I have my 68 registered as an antique for the sole purpose of avoiding emission testing. It's a long story, but my experiences with the Illinois EPA have not been enjoyable.

Tell me about it. Remember that "Cash for Clunkers" program back in 1992. ALL the cars bought came in through the Laboratory in Harvey where I worked at the time. Approx. 220 cars bought. Yeah, my position was as the main car inspector. Well, at least 200 of those cars were not even road worthy. No brakes, kinda towed down there. Probably would not have run another year. What a farce that was.
