my 351c has a continuous popping noise in the exhuast. Under hard acceleration it is very loud. I checked the plugs and the #2 plug is sooty while all the others look normal. Is this the sign of a stuck exhuast valve letting gas into the pipes?

Popping in the exhaust is combustion going by the exhaust valve. Pull the valve cover and look for a broken spring or bent parts or loose parts on the suspect cylinder.

Another thing to check is your timing. Timing that is set too far advanced will "pre-ignite" and you will hear a popping sound from your exhaust. When my timing was messed up, it sounded like my car was making popcorn...

Better get a compression gauge and check the cylinder. Might have burnt EX valve.
