Today I took the '80 for a drive and the steering was working as it did before, with no power assist to the left. But after driving for a while it would work off and on. My question is that since there is already transmission fluid in the pump, would a transmission conditioner help to free up the valve system in the rack (which is what I was told the problem was)?

At Crap Boys you can get power steering conditioner. I used it a few times when I was in the business and it worked about 1/2 the time. Besides, at this point, you got nothin' to lose.

The mechanic in a can wont work so well in this case. the teflon spool valve seals tend to get hard and wear grooves in the aluminum housing. You may want to check out a rebuilt rack. usually cost $100 or less.
