Use a grinder with a 80 grit sanding disc, that should do it!
Seriously it should come off with whatever the base is ie: mineral spirits, toluene, laquer thinner. Check the label

wear gloves so it doesnt get on your hands, it takes a few years for the PR15 to wear off.

Once on it wont come off until you wear it off. This stuff is nasty but effective...

Forget about trying to get it off once it dries. The only way it comes off is naturally over time, figure about a week. I know from experience.
