'66 coupe lives in New York City, weekend driver. Want to put something in the bare wheel wells. Does not have to be concours correct but shouldn't be ugly. Old forum archive suggests: remove rust, apply seam sealer, then rust paint like POR 15, then black underhood type paint, then sound deadener.

Is all this a little overkill? If I want weather protection and a quiet ride, can I leave out one or two of these layers?

If the wells are bare metal you can use a metal prep. and then some
undercoating. No matter what you use you should keep an eye on it
to make sure it doesn't start to rust. A good layer of rust stop
paint and then the undercoating should be OK.
