When VINs were assigned, were they done by plant or by sequential order or how?

Heres what i mean for example.

If a car was built in San jose say "8Sxxx111112" would the next car built , say in Dearborn, be "8Fxxx111113"

Just out of curiosity as i found a car with a very close VIN to mine but built at a different plant.

The resto gurus will likely educate me too but my understanding is that the build number is the consecutive one for the plant the vehicle is built in, including all other vehicle models being built at that plant. There is no correlation between plants that I know of.

The above pertains to the years of our vintage ponies.

In 1967, Cougers & Mustangs were built on the same assembly line ! A few years ago saw a Couger that was just two digits after mine . Same build date , same engine .

Each plant had their own number sequences.
