It seems like there are as many answers to this question as there are people who answer. It's my feeling that nothing will actualy completely rid a peice of steel of rust except sandblasting. That is the only thing that will get into the minute craters that the rust makes. If you have smaller areas, you could buy one of those small sandblasters that have a cup like a spray gun and probably work those areas effectivly.
Afterwards use a good epoxy primer and they will not come back, at least in our lifetime.
