The backup lamps are held to the rear valance using a "cupped washer", a stamped steel nut and a mastic washer/sealer. I know where the cupped washer and stamped nut goes, but where does the mastic go? Does the mastic go inside the stamped nut and seals against the cupped washer? Or, does the mastic washer slip over the threaded stud before the stud passes through the valance?

It doesn't. Although the nut was the same as those used elsewhere with mastic, the goop was not installed on the backup lamp nuts. The face of the nut fits nicely on the hemispherical spacer.
