The new MCA website will be making its debut very soon. Once it's up, you will be able to purchase the rulebook online (you don't need to be a member) . I don't know if the rules will be available online to members yet, but I'm pushing for it.

I've seen the MCA rule book for sale in a couple of the various parts vendor's catalogs. You could give that a try.
