I have a couple little (smaller than a dime) rust spots. I am not ready to repaint yet, what should I do?

It's white and I my first thought is to clean them up and use white primer, so it won't look so bad.

I don't want it to get worse, and living in Seattle the moisture doesn't help.

if your willing to live with primer showing.... then lightly scuff sand your spots... get some rust-kill spray... can get it about anywhere . spray it and get some white spray paint and spot paint the area's.. not a good Idea to leave primer exposed...primer draws moisture...will just make matters worse.... plus paint might be less noticiable than primer ....for now. ( in Wenatchee)

Definitely topcoat any primer. Or use epoxy primer, which does not absorb as much moisture IIRC - Dickson
