couple of Q's

the starter flange measures 4 1/8 outer dia
the hole in the blocking plate is a smidge under 4 1/8 dia

what is the best way to enlarge
the blocking plate starter hole?
so the starter will fit?

also, how much torque to the Bell H to engine bolts?

If your starter is bigger than the hole, you have the wrong starter. Ford had two different sizes.

Smallblock starters will make ya crazy. 64-67 starters were the same regardless of transmission. All that goes out the window when people built these things from spare parts. Here's the listing from the catalog I keep handy:
