I have 64.5 mustang I drove it home car started fine. Got home pulled in driveway shut it off. Couple hours later went to put it in the garage and turn key I can hear starter spinning but not engaging. Not sure if I heard any clicks when first turning key or not. Is it starter or solenoid? Shud I just start with solenoid since it’s cheaper?

If the starter is spinning but not engaging the flywheel, the solenoid isn't the problem. Check your ground connections and power connection at the starter, be sure the bolts are tight. If the condition persists, pull and rebuild, or replace the starter.

Myfirstcar66 is right on. If the starter is spinning, your solenoid is doing it's job. For whatever reason, it sounds like the cogs from the starter are not popping out to catch the flywheel.

Rebuild or replace.
