Your best bet is to hire a private investigator. They'll be able to pull the DMV records and contact the current owner.

I've seen prices for that all over the place. If they would be able to pull my dad's vehicle record and find the correct VIN for his mach 1 that would help...but how many people out there would claim to be a "private investigator" just to scam people?

You're probably going to have better luck finding a legit, licensed PI than you would trying to find the car on your own with a VIN you're not even sure is accurate. Without being able to access the DMV systems, you're hoping that some random person is going to happen to run across this thread and let you know they own that car. So far, only 164 people have viewed this thread. The odds of the person owning that car and finding this thread or someone knowing where that car is, is pretty slim.
