You can usually get a new VIN number assigned by your state's DMV. It won't look anything like a real Mustang VIN, but at least the car would be legal on the streets.
On a '66, there's 3 VINs stamped on the inner fenders ... 2 hidden (only seen with the fendes off) and one that should show in the "cut out" of the driver's side fender.
If all 3 of the "VIN" inner fender panels have been replaced, you'll have to call your DMV for advise on how to proceed.
