I don't know for sure, but guess it's to hold your insurance and registration card.

If my poor old mind remembers, it seem to me that did retain the information of the factory making/assembly of the vehicle.
I do remember those. Again, sorry not sure.

Apparently in 65 the clip was not standard. Not sure what trim level got the clip.

And real men stash a stack of hunnies in the clip. Impresses the women when they open the glove box.
The clip wasn’t added until 66. It’s designed to hold the Owner’s/Warrantee card.

Actually my first car was a 68 coupe without the console. Rolling papers fit perfectly where the carpet sections overlapped a few inches before the shifter. And even better??? You could remove the steering wheel insert and there was a hole to access the bolt. A film canister fit perfectly in there (in case you needed to hide your 'film'). 😁
