I'm guessing you are referring to an FE motor. Do you mean 410? FE's came in 352, 390, 410, 427, 428. Many '28 motors were called 428PI for Police interceptor.
Assuming its an overbored 406, it could be amusing. The 406's were 385-405 hp.
They are a bit weighty - 140 pounds more than a 289. It would be a chore to fit
but could be done if you wanted to do it badly enough.
