Where to creat a web-page?

Hi, i have been wanting to creat a web-page for a wile now, but have not had any understanding of how or where to creat one. I am pritty good with the conputer and like photoshop, and other programs, but was wondering what place most peopel use to creat there great looking web-pages? Also does it cost alot? Thanks for all your help again.

Those sites are good, plus I would recommend using Dreamweaver 4.x to produce the webpages -- www.macromedia.com
