Which part of the steering column is moving- the solid steel inner shaft that the steering wheel attaches to or the outer steel tube?
If the solid shaft is moving does the steering wheel move closer to you as the wheel is turned in one direction and then the wheel moves closer to the dash as the wheel is turned in the other direction? If this is happening the thrust bearings (there are 2 if them) inside the steering box are shot and will need to be replaced. This requires complete removal of the steering box to accomplish. I would not drive the car until this job is done because you are risking complete loss of control of the steering.
If the outer, hollow tube is moving there are 2 nuts and a "saddle" under the edge of the dash that secure the tube in place. You loosen the nuts and slide the tube toward the steering wheel until the spring loaded contacts for the horn are in firm contact with the brass slip rings on the back of the steering wheel. Then you tighten the 2 nuts to lock the tube in place.

The plastic bottle has been added as a radiator coolant overflow. The car did not have one from the factory and if the radiator "puked" coolant it simply ran onto the ground. Does your car not have windshield washers? That location is where the washer fluid bag and pump would have been attached at the factory.

Others will comment about the fire dangers of the rubber hose and plastic fuel filter between the fuel pump and carburetor.
thank you for the info, Regarding the steering column it is the inner solid middle shaft, It feels like a bearing or something is missing it is not coming closer to me while I’m turning, it is moving up and down loosely.
is good to know about the overflow tank and no I do not have washer fluid so that’s something I will have to address
