The system uses the cylinders to store the fluid either in the open or closed position. The pump just transfers fluid from one side of the cylinder to the other during operation. The pump should be applying pressure equally to both cylinders and they should raise together or very closely together. Try making sure the motor reservoir is full and running the top up and down a couple of times. The fluid may have foamed or have bubbles in it and if that is so wait a few minutes for the foam or bubbles to dissipate before trying it again.

First just a brief word of advice, fill out your BIO before the VMF police issue you a summons, lol. So the manual I have says that you need to check fluid level first, next see if either hose to the top cylinders is kinked (usually the one operating a little sluggish). If everything to that point checks ok it says to replace the sluggish cylinder. Before replacing any cylinder make sure that it isnt something mechanical thats possibly binding. Also if you dont already have one you should get yourself a Shop Manual it can help you out with most repairs.
