If you have room to place a screw driver or punch at 4 or 8 o’clock and collapse the plug then wedge blade in behind there and the block to pry it out.
In your pic block appears cracked?

I would try tapping the lip of the plug with a screwdriver and get it moving, then try a seal removal tool to pry out the other end. This is a pic of the tool I am thinking of.

Slice through one side with loose hack saw blade. If you don't have a holder designed for this, you can use a vise grip. This will reduce the tension and will make it easier to pip out,

 

I got it. I ended up using a socket and hit it at an angle. Once it started moving I used a screwdriver on the edge and it was ready to go! Thanks!!

 

Tap the ridge in at the top, grab the freeze plug in the hole with vice grips or water pump ours and pull it out of the hole.

Don't this many times.

My first car was a v8 65 mustang. Hid it from my dad. Showed it to him in the spring (i put it in a friend's barn over the winter). When I went to show him in the spring it couldn't hold its water. Pouring out the side of the block. I thought it was cracked. So bummed. Turns out the frost plugs did their job. Great learning experiance,,,
