I don't think I have third gear. First to second and the kick-down from 2 to 1 seem to work fine. I can't feel third gear, nor can I get it to kick down at 65 mph. Some more good info here. Make sure the pin is sitting in the recess of the internal valve and not pushing on the face.

so this may be the case. I have an extra modulator and I made a couple extra pins. Using a 16d nail and a 12d nail. The 12D nail went about 1/4” deeper into the modulator. So, I’m going to swap out the pin this evening with the smaller diameter pin.

 

Here's a chart for pin lengths. The longer the pin, the longer between gear shifts.
