I have a 1968 with a turn signal problem, just needing to confirm a few thoughts. The hazard flasher works (though flashes very fast) but the turn signals do not. Swapped the flashers, same thing. Tested for voltage at the turn signal flasher, saw only mV when the switch was activated to either side.

I'm leaning toward the turn signal switch, but wanted to confirm since the hazards are (kind of) working. Thoughts? Anything else to test first?

If you have no power at the TS flasher with the ignition switch ON then your problem is likely NOT in the TS switch. You should be using a voltmeter to check for battery voltage between the ORG/YEL at the TS flasher and chassis ground. If no power check the 14A ACCY fuse in the fuse box. This fuse also powers the backup lights, PRNDL lamp (AT only), and the radio (not radio light). Do those circuits work?

Turn signals and hazards are on 2 different circuits. They share the same wiring from the turn signal switch to the bulbs, so you can eliminate the wiring, bulbs and sockets from the list of possible offenders. At the T/S flasher, ONE terminal must have 12V with the key "ON". If not, check the fuse as it's probably blown. If you DO have power at ONE terminal then selecting a signal should cause the corresponding indicator light on the dash to come on. If it does NOT, the flasher is probably bad. If it does, but does not blink, the flasher COULD be bad, but more than likely a bulb is blown or there is a problem with part of the wiring or a socket.

bear in mind the voltage check on the turn signal flasher is only valid if the flasher was unplugged. If it was still in the circuit all bets are off.

It is also a good idea to check the bulbs at all four corners. I once changed a turn signal switch and it ended up being a taillight bulb that had broken a filament. The broken filament had fallen down on the other filament and was back feeding voltage. I was not happy.

Good info so far. Its battery -fuse-flasher-TS Switch-light bulbs

This is the order that they are wired, so work you way down.
