Too hard to tell from the limited pictures and information. It's probably worth a lot less than the seller wants for it. Unfinished projects sell for a fraction of the price of complete cars.

His ad is somewhat misleading, at least the pictures are. The pictures in the ad show the car complete and intact. But the pictures in the beginning of this thread show it with the cowl off. And his price of $15K currently, waaaayy too high. I'd say less than half of that in it's current condition. And I would be willing to bet that there's a lot more rust than just the cowl.
