Seriously, I think it's a "Chat" thing . . . a "Chatter" should be able to clarify.

It means they filled out the ICQ number on the profile screen. I suspect the authors of the software thought this would be a good way for people that use ICQ to indentify others to chat. VMF uses instant messenger to accomplish that so it's a bit moot.
