Ive noticed this thing on several 70 Mustangs and wonder what its for. Made of copper (I think) screwed to the cowl panel next to pass side washer nozzle

I am pretty sure it is for electical grounding between the hood and the rest of the body, to reduce radio noise. I may be wrong, but that's what I was told long ago...
 
The copper conductor has two little metal "ears" on it that turn up and touch the hood. It appears that these are there to cut into the hood slightly and give a better contact with the metal. Ouch! However, it does keep the AM static at a minimum. :p
