There are no "easy answers" when it comes to money and value. If the vehicle has sentimental value that changes the "normal" way of dealing with such things. I have seen guys put $40k into a $5k vehicle. Personally, some of the items you have mentioned are not too costly to replace, especially if you do the work yourself. I am assuming from your comments that you may have limited mechanical ability. Once you get a mechanic involved your costs go way up. I personally would rather find a book, buy the tools, learn a skill than hand my money over to a mechanic. That's just me. As for your second question, if money is ever a concern, don't start chasing "upgrades". Your $15k budget can easily become $20k+. I see guys all the time that have a worn out motor and instead of refreshing what they have for $2k, dump $7k into a new motor. Since, as you stated, you are basically looking for a casual driver, EFI is overkill and will run your costs up. Make it safe, work on the small issues first and don't dump a lot of money into it.
